Extension to INSTRUCTIONS TO TENDERERS

  1. SUBMISSION :

The tender copy shall be signed on all the blanks, appendices duly filled in and submitted before 22nd August 2018 till 2.30 P.M.

The Tenderers must offer his quotations for the entire scope of work . The quotations should be strictly based on specifications and conditions laid down in tender. The tender shall be accompanied with a work schedule and bar chart prepared by the tenderer.

Tender forms will be available at account section of Deccan College, Pune from the date of 7th August 2018 to 22nd August 2018 at the cost of Rs. 5,000/- (Five Thousand Rupees only)

Last date of submission of tender : 22nd August 2018 till 2.30 P.M.

Opening of tender : 23rd August 2018 at 11.30 A.M.

Work should be completed within a period of one year from the date of commencement of the work.

  1. LOCATION and SCOPE OF WORK:

The proposed work is situated Gorewada Village near Nagpur city, Nagpur, Maharashtra.

The proposed work consists in memorandum.

The entire work will be co-ordinated with the Deccan College management representatives Dr. Kantikumar Pawar and Dr. Balaji Gajul.

The Tenderers should visit the site before quoting to ascertain the extent of work, necessary storage space available for construction Materials etc.

  1. QUANTITIES :

The Contractors shall be bound to execute any additional work of similar nature at the tender rates approved by the Deccan College authorities. Similarly Consultants / Employers, depending upon the circumstances, may increase or decrease the scope of work. In either case, the Contractor will not be entitled for any damages compensation or escalation on what so ever.

  1. EVALUATION OF TENDERS :

There will be 2 packet system & contractor will have to qualify from these systems.

The packet ‘A’ shall contain the following documents-

a) Receipt of requisite payment towards Earnest Money Deposit (EMD) in the form of Pay Order / D.D./Cheque payable in …….or D.D./Pay order of equivalent E.M.D./online payable in …….

b) Work experience certificate

c) Valid Bank Solvency Certificate of Minimum Rs. 1,25, 00,000.

d) Any document in support of Sales Tax Registration Certificate in Maharashtra or Registration under GST acts. Those not registered in Maharashtra shall submit an undertaking to the effect that if they are successful tenderer, they shall submit Sales Tax Registration Certificate in Maharashtra within 15 days of issue of work order, failing which payment for the work executed will not be released.

  1. The Packet ‘B’ shall contain the copies of the following documents

The criteria need only that contractor qualified in packet “A” system and only those contractors’ tenders will be opened up.

B packet includes rate quoted by Contractor.

  1. Special Qualifying criterias for Contractors

To qualifying for opening financial packet the tenderer shall fulfill the following criteria A to P failing which their offer shall be rejected outright.

  1. The tenderers should have a minimum 5 years experience in Heritage Building conservation, construction and rehabilitation of heritage structures.
  2. They should have completed at least one work of Grade I Heritage structure, also one work of similar nature of NOT LESS than 1 crore or three works of similar nature of NOT LESS than 50 lakhs (each of 50 lakh)
  3. Average annual civil work including heritage building conservation , construction and rehabilitation work Turn over, during the last 5 years (excluding the current financial work) shall be Rs 4.10 Cr. Tenderer’s should submit letter of appreciation(work done certificate)for the building which they have rehabilited/reconstructed and completed.
  4. Tenderer should submit Sales Tax clearance Certificate / status of WCT / VAT / GST paid by them directly / recovered in bills / balance to be paid.
  5. Tenderer should submit Resource statement, equipment and technical manpower with qualifications / experience available in total and can be deployed for this project and must demonstrate that based on known commitments, they will be available for timely use in the proposed contract. The technical manpower details should be clearly indicate details of employment with contractor.
  6. Tender / Firm should have staff qualified in the field of Archaeology and Heritage Sites Management and Scientific Conservation.
  7. Tenderer should submit list of conservation (Heritage structures) jobs in hand with stage of completion.
  8. Tenderer/Firm owner should have qualification completed Degree/one year Diploma in Heritage Site Management and Scientific Conservation from any recognized University

Note:

  1. Attested copies of completion / performance certificates from the Engineer in-charge for each work should be annexed in the support of information
  2. Works shall be grouped financial year wise.
  3. Attested copies of completion / performance certificate from the client for works should be attached.
  1. WORK SCHEDULE :

The tender offer shall be accompanied by the following to be prepared by the selected tenderer:

  1. a tentative schedule / bar chart for the work,
  2. Technically sound and competitive proposal for scaffolding, propping, work platforms with basic sketch guidelines etc.
  1. QUALITY OF MATERIAL :
All construction materials procured by the contractor should be of approved quality and free from defects.
  1. MOBILISATION ADVANCE :

Mobilization advance should be paid to the contractor equal to 5% of work amount in advance.

  1. STORAGE SPACE :

The storage of construction materials will be the responsibility of the Contractor.

  1. PUBLIC BODY FORMALITIES :

Set of approved plans would be displayed at site and work would be strictly in accordance with the same. All other ancillary requirements like labour insurance, maintenance of various registers for labourers; fair wages etc. will be the sole responsibility of the contractor.

  1. EARNEST MONEY and SECURITY DEPOSIT :

The intending Contractor will have to deposit a sum of 1% of work amount.( Rupees: ) as Earnest Money at the time of submission of tender by a Demand draft / Cheque in favour of the Employer.

  1. OFFER TO INCLUDE ALL CHARGES INCLUDING SALES TAX ON

The prices quoted by the Tenderer shall allow for all costs including labour, material, equipments, transport charges, duties, general tax and GST.

  1. CONTRACTOR TO QUOTE ON ITEM RATE BASIS :

Whole of the works described in Bill of Quantities, Specifications, Drawings etc., shall be carried out by the Contractor on item rate basis as per the rates quoted in Bill of Quantities. The consultants can demand the contractors to produce rate analysis for any item of work among all the items if required before fixing the agency.

  1. EXTRA ITEMS :

As far as possible, complete scope of work has been included in the tender specifications and drawings. In the event of the extra items, if cropped up during the execution of the work, the same shall be prepared by Contractors. The consultants will scrutinize the same and will submit to the Employer for its consideration. The rates for the extra items and the estimates for the same will have to be placed before the Employer authorities for the sanction prior to execution of the same.

  1. INSURANCE :

Successful contractor shall have to take necessary workmen compensation policy covering labour force, which would be employed at work.

  1. CO-ORDINATION WITH OTHER AGENCIES WORKING AT SITE :

The Contractor shall co-ordinate his work with other Contractors working at site under the advice of Consultant.

  1. WATER & ELECTRICITY :

Free of Cost from client at one point. However further loop line required from main to the required point charges shall be borne by contractor.

  1. EQUIPMENTS :

The contractor shall enclose the list of equipments along with the filled tender for carrying out the repair work.
